A paper band which originally enclosed 20 one 1d (penny) prepaid envelopes at a cost of one shilling an d ten pence - making the cost of 20 envelopes 22 pence. Thus there was a premium over the price of the stamp to cover the cost of manufacturing the envelope. These envelopes would have been on sale in post offices from 1881 until they were replaced by the King Edward VII issue in 1902.
